The Scottish Government

The devolved government for Scotland has a range of responsibilities, which include health, education, justice, rural affairs, housing and the environment.

Scotland is a wealthy and competitive economy founded on the skills and innovation of its people and businesses. Since 2007, this Government’s central purpose has been to create a more successful country, with opportunities for all of Scotland to flourish, through increasing sustainable economic growth. This remains the Government’s ambition to which all our efforts and actions are directed and is at the core of our Economic Strategy.

A strong, vibrant and diverse economy is essential to our national prosperity and in creating the wealth to support high quality public services. Ensuring that growth is shared and sustainable is the key to unlocking all of Scotland’s potential and strengthening our greatest asset – the people of Scotland. Our people are creative, ambitious and resilient and we are home to world-class entrepreneurs and a highly skilled workforce. We will continue to build on these strengths to create a more competitive, more sustainable and fairer economy.

There is growing international evidence that promoting competitiveness and addressing inequality are important interdependent ambitions. Creating a fairer society is not just a desirable goal in itself, but is essential to the sustained, long-term prosperity of the Scottish economy. Our approach to economic policy is based on the principle that delivering sustainable growth and addressing long-standing inequalities are reinforcing – and not competing – objectives.

We are delighted to be a supporting partner of the first Global Economic Finance Forum and we look forward to welcoming you to Scotland.

What-is-ethical-finance
[ultimate_modal icon_type=”selector” modal_contain=”ult-html” modal_on=”text” onload_delay=”2″ btn_img=”686″ btn_size=”sm” btn_bg_color=”#333333″ btn_txt_color=”#ffffff” modal_on_align=”center” txt_color=”#28435e” modal_size=”medium” modal_style=”overlay-fade” overlay_bg_color=”#333333″ overlay_bg_opacity=”80″ header_text_color=”#ffffff” modal_border_width=”2″ modal_border_color=”#333333″ modal_border_radius=”0″ read_text=”What Is Ethical Finance?” icon=”Defaults-question-circle” modal_title=”WHAT IS ETHICAL FINANCE?” header_bg_color=”#56c470″]

Ethical finance as it is often defined traces its origins back to Religious Society of Friends (Quakers) who, in 1758, prohibited its members from participating in the slave trade. The recent financial crisis highlighted the need for ethical finance to play a more significant role in the overall financial system.  One of the key factors in the financial crisis was the decoupling between the systemic risks being taken by the financial sector and the benefit it provided to the non-financial economy.  This disconnect between individual and societal returns was accentuated by and was also a cause of unethical behavior that were only recognized after they had caused significant damage to the financial sector and the global economy.

These developments have reinforced the importance of ethical finance, which promotes the idea that finance should support the ‘real’ (non-financial) economy rather than simply reallocate returns to itself while expanding risk to society including businesses, governments and ultimately the population as a whole. In addition, ethical finance promotes investments that improve human lives, the society as a whole and the environment while avoiding investments that are harmful.

Ethical finance comes in many forms: sustainable, responsible and impact investing (SRI), environmental, social and governance (ESG) screens and Islamic finance.

There are many synergies between the many forms of ethical finance practiced primarily in the West including newer innovations like social impact and green bonds, and Islamic Finance. Islamic Finance is premised on ethical principles based in Islam – but not limited to Muslims – that discourages unfair contractual relationships and uncertainty between parties, limits leverage, and avoids financing economic activities that are viewed as detrimental to society. GEFF will serve as a bridge between these two areas.

Collaborating for the future

Estimates about the size of the ethical finance industry vary. In 2014, the total assets managed by signatories to the UN Principles for Responsible Investment (UNPRI) reached $45 trillion. Those assets specifically identified as being managed according to sustainability principles was estimated at $10.7 trillion for 2013 by the Responsible Finance Institute based on Eurosif, USSIF and Global Sustainable Investment Alliance data.  Islamic finance reached an estimated $1.66 trillion according to the Thomson Reuters “State of the Global Islamic Economy Report 2014-15”. The industry harbours incredible potential, but there is work to be done to realize this potential. The industry’s sheer size is impressive but there is more work needed to realize its incredible potential.  Today, it is distributed across many different silos (e.g. ESG, SRI and Islamic finance) which do not communicate enough with one another. Islamic finance, although not just meant for Muslims, is mostly practiced in the Muslim majority countries such as Malaysia, Saudi Arabia and the UAE among others. By contrast, ESG and SRI are initiatives that are gaining traction in Europe, USA and other parts of the world. Although all of the three subsets share many of the same underlying principles, there is a disconnect among them that has limited the conversations about how collaboration can be mutually beneficial. Some of the collaboration can help each to use similar methods to overcome different hurdles including in regulatory barriers and the lack of common standards. Encouraging more meaningful conversation across these subsets can unlock new opportunities for a rapidly growing industry.[/ultimate_modal]

The Role of the Scottish Government

The Scottish Government, in line with its commitment to develop the ethical finance industry, is proud to be hosting the conference in Edinburgh.

Why GEFF?

The Global Ethical Finance Forum (GEFF) aims to provide a common platform for a meaningful conversation among the various sectors within the ethical finance industry. Furthermore, the Forum aspires to create a bridge to facilitate overlap between the various disconnected segments in the ethical finance industry that are currently separated by perceptions or geographical differences. The long-term aim for the forum is to support the development of common practices and ultimately promote the adoption of global standards for the industry. Facilitating a dialogue among the areas of ethical finance is the first step to break the communication barrier and bring about opportunities for collaboration to strengthen the global ethical finance industry.

Why Scotland?

Scotland has a long history in ethical finance, which dates back to the initiative by Henry Duncan to help the under-privileged that led to the beginning of the savings bank movement in the early nineteenth century. Since then, Scotland has given birth to many initiatives and innovations such as Scottish Widows and Scottish Equitable among others. The Islamic Finance Council UK (IFC) has been at the forefront of promoting a better understanding of the shared values between Islamic finance and the broader ethical finance arena through its pioneering initiative: the Edinburgh Ethical Finance Round Table series (EEFRT). The roundtables have now become one of the UK’s leading ethical finance discussion platforms involving a broad group of stakeholders keen to develop a ‘fairer’ and more socially responsible financial system. Led by industry practitioners, the EEFRT has attracted participants from across Scotland as well as London, Germany and the USA. Scotland possesses a very strong heritage in ethical finance and has contributed immeasurably to the creation of financial institutions and early professional bodies specialized in ethical finance. The Forum will build on this strong heritage of Scotland in ethical finance to further strengthen the industry.[/ultimate_modal]

Islamic Finance Council UK

The IFC is a UK based specialist advisory and development body established to promote and enhance the global Islamic and ethical finance industry. Operating since 2005, its Advisory Board brings together seasoned practitioners who are recognised leaders in the Islamic finance market and have in many cases served as Heads of Islamic finance departments in multinational firms. The Board members see the IFC as a professional and progressive platform by which they can contribute to the development of the industry.

We are proud to have received global endorsements from a number of industry leaders, including the Scottish Financial Enterprise 2013 innovation awards, Worldwide Who’s Who 2014 and the British Muslim 2015 award for Services to Finance and Accounting. In April 2015 the Council of the Islamic Financial Services Board (IFSB) approved the admission of the IFC making it the only UK not-for-profit / developmental organisation having such status.

Our core services are outlined below.

Ethical Finance

The IFC has been at the forefront of promoting a better understanding of the shared values between Islamic finance and the broader ethical finance arena through its pioneering initiative: the Edinburgh Ethical Finance Round Table series (EEFRT). In addition a supplementary meeting was held with the Archbishop of Canterbury in the House of Lords in 2013 and other prominent faith leaders exploring the interfaith perspectives of ethical finance.

Government Advisory

The IFC has been appointed to advise a number of governments across Europe and Africa. We specialise in advising on creating enabling frameworks for Islamic finance. We have advised a number of European and African government bodies on their policy strategy and regulatory guidelines. This has included amending tax law, drafting Islamic Insurance (takaful) regulatory guidelines, pension schemes, developing capital market master plans, promoting foreign direct investment and capacity building. Through our work in this area the IFC has developed a proprietary methodology and we are particularly well adapted to working with governments within a secular context.

Shariah Development

The IFC has pioneered in the development of a global educational programme for shariah scholars which has received endorsement from government agencies in UK, Bahrain, Dubai, Nigeria and Malaysia. The IFC Scholar Professional Development Program is an international training programme designed specifically for Shariah scholars. Developed by the IFC, in conjunction with the Chartered Institute for Securities & Investments, the CPD program empowers Shariah scholars by providing them a comprehensive and up-to-date understanding of conventional financial markets.

In addition, the IFC has been active in releasing thought leadership designed to enhance the robustness of Shariah assurance and governance. Together with ISRA our seminal work in examining external shariah assurance, along with our scholar CPD programme has led to governments upgrading the regulatory frameworks for Islamic finance to incorporate such initiatives.

Executive Training

At the IFC we believe in tailored training programs as each client’s needs’ are different and specific. Whilst this requires extra effort to prepare, it allows us to deliver a highly focused approach that allows participants to maximise their learning. As the IFC is led by industry practitioners operating in Islamic finance, with a strong background in conventional finance, our approach to training is primarily based on a practitioner’s perspective. Having a strong understanding of how conventional markets operate helps us focus on key differentials from a business perspective rather than academic theories.

GEFF 2015

In our capacity as Strategic Partner we are delighted to welcome the inaugural GEFF to Edinburgh in September 2015. We have been driving the ethical finance agenda forward in the UK and believe that this prestigious event represents an opportunity to cement Scotland’s position as a global leader in this field. In bringing together the world’s leading experts in ethical finance we believe that the conference will be a unique opportunity to foster collaboration for the promotion of a universally relevant and ethically driven financial services industry. The conference will take place under the backdrop of Edinburgh Castle and, as well as its rich cultural history, delegates will get a first-hand insight into Scotland longstanding tradition as a first-mover in ethical finance.
